Mr. James Waugh was born in 1725 and died November 25, 1783 at the age of 58.
Relatives of Mr. Waugh were Soldiers in the Revolutionary War.

The location of other gravesites on the Buffer Lands are currently not identified or known.

James Waugh's Gravesite rests, along with other family members, on the Stewart Buffer Lands (aka The Stewart Airport Noise and Safety Buffer Zone)  aka The Stewart State Forest that is managed by the New York State Department of Environmental Conservation and situated in Orange County New York and the historical Towns of Newburgh, New Windsor, Montgomery and Hamptonburgh.

The Buffer Lands consist of 7,000 acres of land that was part of an original 8,600 acres that was taken by NYS government operatives, under the guise of "eminent domain" in 1970. An overview and a chronology of events follows. 

Following is a quick overview of  the Stewart Airport and Buffer Lands Saga. The Buffer Lands, approximately 7,000 acres or about 11 square miles, are also known as the Stewart Hunting Co-op. Several years ago NYS government said that they set aside about 5,000 acres as the Stewart State Forest for the purposes of a State Forest. The actual boundaries of this 5,000 acres hasn't been completely established yet.

If you live in Orange County or the region you may already know some of this never ending story. Many of the players are NYS government operatives, foreign operatives, party bosses, crime bosses, snake-oil salesmen, and so-called public servants who are elected to public office then take advantage of the people under the guise of NYS government. Some in my opinion are worst than criminals since they spend much of their time doing for big business. Voting for big business. Unnecessary and out of control costs for services comes out of the pockets of the less fortunate working class and into the pockets of big business fascists. Most of the problems that we have today with health insurance, auto insurance, medical coverage, fuel and energy - high costs and mismanagement are in my opinion attributable to fascists in our government. They receive millions upon millions in campaign contributions - both parties.  With perks under and over the table. We allow it then wonder why most public servants vote in favor of big business. 

   

 1. Gov. Rockefeller decides to move SAC and US Air Force out of "Stewart Field" to make room for the SST's and a fourth Metro Airport. (approx. 1970-71) (I personally spoke to the base closing officer of that time period).

2. Rocky passes laws to condemn over 8,000 acres of private property west of the airport along with homes and small farms and 450 families. All under the guise of a noise buffer zone, a land bank and airport purposes.

3. The people fought to keep their land and homes. In some cases dating back more than 200 years - even though local and state politicos were against the land grab. Rocky got his way. In order to get the last holdouts off of their property the people were told that their property would never be developed. The government lied.

4. After a couple of years plans were changed to extend the airport proper and create cargo operations into the Buffer Lands. When this failed other project came and went over the years.

4a. A local state senator went to jail re involvement with an organized crime figure and Stewart Airport.

5. Later in the 70's the Buffer then came under NYSDEC control as a popular hunting co-op. It is also used by trappers, fishermen, hikers, bikers, birders, farmers, horsemen/women, photogs, snowmobilers etc. The original country roads and stonewalls still intersperse the 7,000 acres. Naturally there is very diverse habitat for all types of wildlife and people.

 6. SPARC - The Stewart Park and Reserve Coalition, a true working outdoor coalition of divers organizations, is formed by Ben Kissam in 1987 to protect the Buffer from being destroyed by NYS and development.

7. SPARC membership is comprised of more than 100 diverse organizations from sportsmen, to citizen, to environmental groups. SPARC has been lobbying our government, NYS and US, since 1987 to preserve all 7,000 acres west of Drury Lane.

 8. ESDC - The Empire State Development Corporation commissioned to sell 1200 acres along the eastern boundary, Drury Lane. They have put out requests for proposals and got no response (2X) from bidders by the deadlines.

9. The Manhattan DA office was investigating ESDC head Charles Gargano.

10. News of John Gotti's involvement in Stewart Airport projects comes out in his testimony in NYC courts - April 1999.

11. Governor Pataki decides to give Stewart, the 2,400 acre American airport to a foreign company, National Express Group (NEG) for a paltry sum and a 99 year lease under much secrecy and they refuse to divulge the major portions of the lease.

12. SPARC president Sandra Kissam fights to get a copy of the lease but gets a warning from NEG attorney not to give info to the press.

13. NYSDOT plans to build an interchange at the intersection of Rte. 84 and Drury Lane are being fought by the coalition. SPARC has sued the state before.

14. Currently NYSDOT is on hold with the interchange project - But NYS says it needs the project to build the road into the "back door" of the airport for development of Drury Lane.

15. Stewart Airport is probably the biggest boondoggle in NYS with approximately more than $600 million wasted since the lands were taken in 1971. Business at the airport has been steadily falling every year for the past 7 or 8 years.

16. We have met with just about everyone you can think of. We've been on radio, TV in the papers, mags, written op ed and letters to the editors, public hearings and testimony. In September 1999 Frank Reggero and I requested a public meeting with our senator, assembly folks and our county executive - they refused us in writing - so much for our 1st Amendment Right of "the people peaceably to assemble and to petition the Government for a redress of grievances." We surely had a grievance, a big one, and we petitioned our government - but we didn't have a government to meet with. 

This is a quick overview in a nutshell. There's much more to this saga of tyranny and greed of out of control public servants.  I can present more info (and answer questions) with a slide presentation if there is interest. As I see it this could be a "win win" proposition for any public servant who is not under the club and control of "party bosses" or "crime bosses" and is not afraid to speak-up. I have made this as brief as possible. I hope that you find it interesting enough to look into it further and give me your comments.
